We cannot, of course, prevent it completely, in fact I am a little doubtful whether the Hong Kong Govt. could really prevent

any emigration under gates factory conditions if

the emigrants themselves were fully aware of the conditions. However, the Spanish Govt. is not likely to attempt to recruit in Hong Kong against the wishes of the Colonial Govt. and a refusal of facilities will, therefore, mean that

they will either have to do without these Chinese

emigrants or get them elsewhere in China.
